how to make backgrounds on adobe photoshop elements 4.0

i am always drawing these smi good pics, and i can never paste a background on, like on paint, and i make these effects that i want to use on my drawings but i can never make the drawing and the background fuse together! please tell me how to do bGs!

Are you talking about applying a texture to a Photoshop brush, creating a seamless/tileable pattern, or applying a pattern to an already finished painting?.

i dont know any of those, so you can tell me how, but just so you know i have a mac, and i think photoshop is different then other pcs
